Mark Tooley (born 1965) is an American Methodist layman and writer. A lifelong member of the United Methodist Church, in 2009 he became president of the Washington-D.C. based Institute on Religion and Democracy (IRD), an ecumenical religious think tank. Tooley and the IRD have been instrumental in the insurgent fracturing of mainline Protestantism in the United States including in his own United Methodist Church.[1]
