In this Portuguese name, the first or maternal family name is Coelho and the second or paternal family name is Mattos. "Júnior" is a generational suffix used for someone whose name is the same as their father, like "Jr." in English.
Carlos Roberto Coelho de Mattos Júnior (born 8 February 1982), or simply Carlos Jordy, is a Brazilian deputy for the state of Rio de Janeiro. He was elected in 2018.
